DIRECTIVE
91/271 / EEC

Legal considerations - Directive 91/271 / EEC on treatment  municipal sewage

Meet the requirements of the Directive and easily prove that  all sewage from septic tanks goes to the treatment plant.

The European Union Directive 91/271 / EEC states that agglomerations are responsible for meeting the following standards for urban wastewater:

* PE - Equivalent number of inhabitants defining the multiple load of pollutants contained in sewage in relation to a unit load  pollutants in wastewater from farms  domestic, discharged from one  per inhabitant during the day (BOD5 in the amount of 60g  oxygen daily).

1.

Wastewater collection rate 98%

The wastewater collection rate approved by the European Commission is min. 98%

2.

Necessity to meet standards

all waste water must undergo secondary or other treatment  equally effective cleaning ensuring compliance with the standards in  in the scope of BOD5, COD and suspensions og.

3.

Two-stage wastewater treatment

from 2005, municipal wastewater should be treated as a minimum  two-stage treatment (mechanical and biological) in all  agglomerations above 2,000 pe

4.

Approval of systems ensuring environmental protection

wherever there is no sewage system, systems ensuring the same level of environmental protection as areas with sewage system can be used

5.

Additional treatment

the waste water must be before discharge into sensitive areas  additionally subjected to treatment ensuring compliance with the standards in terms of total nitrogen. and phosphorus og.

The entire territory of Poland is a sensitive area!

Penalty for Poland for the period 01/01/2016 - 31/12/2020

Weaknesses of Polish agglomerations in the application of the Directive's standards

EU Directive 91/271 / EEC obliges agglomerations to meet the requirements for municipal wastewater treatment . Currently, agglomerations are failing to meet these obligations

which is confirmed by a letter from the Ministry of Maritime Economy

and Inland Navigation (DGWiZS.WOW.073.5.17.2020.DP) agreeing with the indications of the European Commission of May 14, 2020.  C (2020) 2426 final, obliging Poland to fulfill its obligations under Council Directive 91/271 / EEC of May 21, 1991 on municipal wastewater treatment.

1.

Individual systems support more than 2000 PE

2.

they do not show the protection of individual systems against the leakage of sewage into the environment

3.

do not show that all sewage from septic tanks is sent to treatment plants that meet the requirements of the directive

4.

do not demonstrate the same level of environmental protection in individual systems as provided by waste water collection systems

5.

they do not regularly check the functioning and maintenance of individual wastewater treatment systems
